This declaration is the result of the work developed by the first Summit of Free Cubans in Europe that took place in May 2022. The petitioner explains that this movement derives from the violent reaction of the Cuban regime to the demonstrations by the Cuban people in July 2021.

The petitioner states that the people of Cuba need the support of the international community and the Institutions. He complains of human rights violations by the Cuban authorities. He recalls that the Cuban Government has not ratified the Convention against Torture, the Convention for the Protection of All Persons from Enforced Disappearance, the Convention on the Elimination of All Forms of Discrimination against Women, the Convention on the Rights of the Child or the 1951 Convention relating to the Status of Refugees and its 1967 Protocol.
