
Through our different actions (petition, protests, openings, installations, performances, workshops, exhibitions, conferences etc.) in Europe, our network wishes to inspire everyone with an interest in the advancement of democracy and the liberation of Cuba to join us (citizens, Political groups & parties, cultural centers, museums, galleries, festivals, universities, schools, embassies, other NGOs, and ASBLs etc.)

The EU–Cuba Network for Democracy was established following Brussels Declaration of 2022 and the Rome Declaration of 2023, adopted respectively during the First Summit of Free Cubans in Europe (Brussels, 19–22 May 2022) and the Rome Forum for Human Rights and Democracy in Cuba (Rome - 26 - 29 Jan 2023). These Declarations constitute the first two joint political statements of Cuban democratic actors in Europe and provide the Network’s strategic and normative foundation.
The Network operates in full alignment with Articles 2 and 21 of the Treaty on European Union, the EU–Cuba Political Dialogue and Cooperation Agreement (PDCA), and relevant European Parliament resolutions on Cuba.
The EU–Cuba Network for Democracy operates through an International Secretariat and a network of national and regional coordinators acting as focal points in EU Member States and partner countries. This structure ensures coordinated advocacy, information‑sharing, and consistent engagement with EU and international institutions.
The Secretariat strengthens the Network’s capacity to engage credibly with policymakers, diplomats, and human rights mechanisms while respecting the autonomy and sovereignty of each member organization.
The EU–Cuba Network for Democracy stands ready to engage constructively with the European Parliament, the EEAS, EU Member States, and international human rights bodies to support democratic transition, protect human rights, and ensure that the voices of free Cubans in Europe are heard at the highest institutional levels.
In line with the Brussels and Rome Declarations, the Network remains committed to peaceful, democratic, and lawful action in defense of human dignity, freedom, and democracy.
