Protocol of Collaboration

Purpose

This Protocol establishes a non-binding framework of cooperation between the EU–Cuba Network for Democracy and partner associations committed to the promotion of human rights, the advancement of democratic principles in Cuba, and the constructive engagement of the Cuban diaspora within European and international institutions, including the European Union and the United Nations.

The Parties affirm their commitment to:

• Respect for international human rights standards and democratic values
   
• Institutional dialogue and peaceful civic advocacy
   
• Full organizational autonomy and sovereignty of each Party
   
• Transparency, integrity, and good-faith cooperation
   
• Non-interference in internal governance
   
• A mutual non-aggression commitment, refraining from public or private actions that discredit partner organizations or allied civil society actors before EU, UN, or other international bodies
   

Cooperation may include, subject to mutual agreement:

• Information-sharing relevant to EU and UN advocacy
   
• Coordinated engagement with EU institutions, UN mechanisms, and international stakeholders
   
• Joint or complementary submissions, briefings, and public awareness initiatives
   
• Participation in conferences, hearings, and multilateral forums
   

The EU–Cuba Network for Democracy acts as a coordination and facilitation platform at the European and international level.

Partner Associations contribute expertise, perspectives, and outreach while maintaining full independence.

This Protocol is declarative in nature and does not create legal, financial, or representational obligations. Each Party remains solely responsible for its positions and actions.

This Protocol takes effect upon signature and may be terminated at any time by written notice.
